I think you have the start of an interesting piece. Lots of conflict and emotions, plus interesting characters. From the "chapter 1" thing, I take it you were thinking of making this a novel/novella. Right now, your chapter 1 is way too short. With this subject matter, I'd consider making it a short story if I were you (short stories can get pretty long).
Some thoughts on what you have here (mostly going to be stuff you'd fix in editing):
-integrate dialogue, action and description. People move and express while they talk. Along that line, use verbs that are more active.
For example:
original:"No! I'm listening to my screamo so shut up!"
Rose's step mom, Dottie, replied.
revised: "No!" Rose's step-mom, Dottie, shrieked,
twisting around in her seat to glare at
Rose,"I'm listening to my screamo, so shut up!"
As you can see, "shrieked" gives the reader more of a picture of Dottie's tone than "replied" does and matches more with her words. I'm not saying use "shrieked" specifically, but use a thesuarus to find a work that matches with how you picture Dottie saying it. Also, I integrated some action in the middle so that Dottie, like a real person, moves and expresses while she speaks.
-Be careful when describing your characters: genrally you don't just want to state their description like you're reading stats on a baseball card. Try to integrate it more. It'll be hard and take effort, but it's worth it to make those parts less awkward. On a side note, for myself, I find Rose to be a bit too perfect in the looks department. I get that she has to be pretty (she is basically Cinderella, right?) but since this is not a fairy tale, couldn't she have some flaw that I can relate too? An imprefection will make her feel more real and make her more likeable (flaws can be endearing and make us individuals!)
Enough critisim. To answer the last part of your question, I think if you continue depends on if you feel you need to keep telling these character's story. If you aren't inspired by these characters youv'e created, then ditch it. Is almost impossible to write a story you aren't interested in telling. Personally, I think you have an interesting start and I am interested to see how it developes (i'm such a sucker for a story!).
