The problem is that you don't actually OWN the car. The Bank owns the car until you pay of the loan. As a condition of your financing you are required to have comprehensive insurance – to protect the BANK. After all, if you wreck the car and total it, you probably won't bother making your payments.
So the insurance company is doing its job! The car has been damaged severely and the value of the car has been dramatically reduced. If the insurance company gives you the money and you don't make your payments, when the bank repossesses the car it won't be worth anywhere near the amount owed. So the $1800 settlement belongs to the BANK who actually owns the car. That is why the insurance company put the Bank's name on the check! They will let you use it to fix the car, or they will take it as payment (maybe), but they won't let you spend it on a trip to Cancun.
Good Luck
And BTW – no it isn't the insurance companies choice to tell you what to do with a settlement – if you owned the car free and clear without a bank lien on it they would have to give you the cash.

The shop that replaces the parts is better, but make sure they are using OEM parts, and not imported knock-offs or salvage parts.

this is what you need to do, call and make appointments, or drive to three auto body shops, and get three estimates for damages. Then keep the one you like the best handy as the insurance company gives you there estimate. If its lower than the one you have, show them the estimate you like, you do not have to tell them you have other estimates. If their estimate is lower, they will pay the one you have. ask them to send the check directly to you, by law its your money, you are entitled to do with it what you want.
Most adjustor's will try to imply the check should go to a body shop. NOT TRUE.YOU DO NOT HAVE TO FIX THE CAR RIGHT THEN. ask them to send the check to you if that is what you want, you can do the body work when its convenient for you. And they will probably respray most of the driver side, it will be don't so you can hardly tell where any damage was. good luck.
