The breeze that you feel (warm or cold) is provided by the blower motor.
The temperature part is caused by one of two things… a Heater core (for heat) or evaporator (for cold) which are both contained in a partitioned heater box under the dash. Usually a vacuum operated door (sometimes electric, and sometimes cable operated – depending on year make and model) inside this heater box blocks one so you feel the benefits of the other.
For an A/C system to work, heat is removed from the passenger compartment and transferred into the refrigerant (that is colder to allow heat transfer to occur).
The refrigerant gets cold by a phase change… it goes from a liquid to a gas. in order to do this phase change, there has to be a pressure difference which occurs at an orifice or sometimes called a TXV (depending on year, make, and model). Liquid refrigerant is on one side of the orifice, and a gas refrigerant is on the other.
For the refrigerant to go through the small orifice, it has to be pumped by the compressor. The compressor is operated by a control switch and a pressure switch. If the pressure is too high, it will shut off, and if the pressure is too low it will shut off (ie. out of refrigerant)… but there is an operating range that it tries to stay in (controled by a computer type devise.
Your heat situation may be caused by a failing "heater box door", or by the compressor not operating in the proper range. if the compressor shuts down (due to bad compressor, bad computer control, bad pressure switch, not enough refrigerant in the system, etc.), no refrigerant is pumped, and you have no AC, so all your fan in the cabin does is circulate the warm air.
Now I understand that you dont want to be "parted to death", however, it is recommended that when you replace a part of the system that the refrigerant flows through, (ie. compressor, orifice, receiver / dryer (which removes water from the AC refrigerant), hoses, evaporator, condensor, etc.) that you replace all the other parts to avoid contamination and debree from the old parts. (however, not everyone always does – I just thought you should be aware of it).
